LED Flashing Lights

I have just seen a you tube video in which the LED lights flash in what looks like a test sequence, does it do this on start up or have they been playing with the VAGCOM?

As it was pointed out me when I asked this question, the LED lights are not really flashing, it's something to do with the camera frame timing that was used in the filming of this video.
